I've sorted this page out. Looks like the category and locale lists got mangled by some rogue browser or user agent.
%0A is a line feed - a Unix newline. This is not a newline for CGI form data, which needs CRLF (%0D%0A) as a line terminator.
This happened once before as a result of an LWP script, see http://openguides.org/mail/openguides-london/2003-December/thread.html#191
No idea what's caused it this time.

It was updated from a browser on a phone, so I think that could well have been the reason. I shall find the phone owner and tell him to chastise the phone (and maybe let us know which phone/browser combo it was if anyone is interested)
