This is now in the CPAN version of the UseMod formatter (thanks Dom!) which means that my thoughts turn to applying it to OpenGuides. I am strongly tempted to just make the change, with no config option, since anyone wanting the old behaviour can get it back by using :before and :after pseudoclasses in CSS.
