There is now. CVS OpenGuides now defaults to empty city and country values when these are not specified in wiki.conf - you will have to edit the existing wiki.conf to set these values to blank. Also now blank city and country will not show up in RDF output.
An obvious next step would be to add configurable City and Country metadata fields (that only get stored/used if the admin defines the guide to be a country/worldwide guide).
