This is largely so that UK grid coordinate based guides work - they are
currently based on the Airy system but we need to feed Google Maps WGS84
data. For now those guides have to use force_wgs84 and have their points
out by some 10s of metres.

There is a growing need for localized templates and other strings in
OpenGuides. Earle has [wiki:Internationalisation suggested] that this
could be done with a TT hash of all text labels; alternatively
[http://search.cpan.org/dist/Template-
Multilingual/lib/Template/Multilingual.pm Template::Multilingual] might be
more scalable/useful.
NB should we try and eliminate all text messages from within OpenGuides
itself and use templates for absolutely everything? This would simplify
things.

We should allow guides to set a charset, which gets included with the
content type.
Otherwise, a default (normally ISO-8859-1) is often added, which screws
things up (eg your data isn't sent as UTF-8, and then postgres gets in a
huff)

There is a mixture of & (wrong in HTML!) & and ; as parameter
separators. Standardise on ;, since it's cleaner than & and
unambiguous
