Earle has [wiki:Internationalisation suggested] that this could be done with a TT hash of all text labels; alternatively [http://search.cpan.org/dist/Template- Multilingual/lib/Template/Multilingual.pm Template::Multilingual] might be more scalable/useful.

NB should we try and eliminate all text messages from within OpenGuides itself and use templates for absolutely everything? This would simplify things.
