I am planning to upload it to non-free so that we can get on with things, but this means that openguides either has to be moved to contrib, or made to work without Geo::Coordinates::OSGB in some configurations (so that the dependency becomes a Suggests). I would prefer the latter.
Hopefully this is just a documentation/Build.PL issue, but I haven't checked yet.

it should just be a Build.Pl thing and skipping tests.
the reason why it a became a dependency was because all current guides probably use OSGB. so for a CPAN install it made sense to just pull all 3 in since they were small and didnt have dependencies
so openguides should work without it. so in a debian world it only needs to be a suggest.
in fact i just checked the code and it only requires them based on which geo handler you set.
