My understanding is that Greater London includes the City. In support of this - GLA has representatives voted by city residents - ALG says it represents the city.
Can anyone find evidence to support the premise it excludes the City

I think that the writeup is wrong. The following map on the GLA website includes a constituency called "City and East".

The confusion maybe that the policing of the City comes not under the Met, but the City of London police.
