(1) Why not?
Because you only need one URI.
(2) Because the default capitalisation of the name of the place is the one people are most likely to try first.
Why would people be typing in city names at random? If they don't check the canonical list on openguides.org, then they might as well go shoot at the moon for all the good it will do them.
