Log Message: ----------- Update pod in OpenGuides.pm to point at github issues for bugs.

In order to fix GH#62 update the bug links in the OpenGuides.pm pod and update the copyright year.

To have github display our README in better way remove it and create a new file called README.pod.

The README.pod was generated by `podselect -section NAME -section DESCRIPTION -section 'BUGS AND CAVEATS' -section 'SEE ALSO' -section FEEDBACK -section AUTHOR -section COPYRIGHT -section CREDITS lib/OpenGuides.pm > README.pod`
