[OGDev] Public domain node images

Something being in the public domain means that, roughly, all rights have
been waived; so it doesn't make any sense to claim that they are
copyrighted. OpenGuides needs be to changed somehow to remove the (c) in
this instance.

That CC "licence" seems to only muddy the waters, as it's not actually a
licence at all. I would avoid us linking to that.

One could use a certain marker in the node_image_url system - if
"publicdomain" is contained in the URL, replace the copyright text with
"image in the public domain" or similar. Without adding another metadata
field (eg image_is_public_domain) I can't see a better way to do it.
