my spamassassin install does not have this file and works fine.
Also
"SpamMonkey by default loads up rules from
/etc/mail/spamassassin and then ~/.spammonkey/user_prefs. To
override the rule directory, specify "rule_dir" in the
constructor."
from SpamMonkey itself. my spamassassin has it rules in
/usr/local/share/spamassassin/
